COVID-19
New rules for passenger transportation throughout Ukraine since October 21

In order to contain the spread of the COVID-19 virus and protect citizens' lives and health, the Cabinet of Ministers has changed Decree No.1236 on October 11 and introduced updated rules for passenger transportation throughout Ukraine. Although updated rules relate to regular and irregular transportations of inter-regional links only, they apply at the same time to air, rail, and road transport running by bus routes.

From October 21, inter-regional passenger carriers operating in zones with "yellow", and "red" levels of epidemiological danger will service according to new rules: all passengers of such vehicles, as well as drivers and crew members, must have one of the following documents:

  • An international or internal COVID-19 certificate of partial or full vaccination, issued by the Diia government services portal or application.
  • Foreign COVID-19 certificate of vaccination with vaccines approved by the WHO.
  • Certificate of partial vaccination (063-O form ), obtained from the doctor who performed the vaccination right after the procedure was done.
  • International vaccination document (must be valid for one year from the date of the last vaccination).
  • Negative PCR or rapid test, valid for 72 hours from the moment biomaterials were collected for testing.

Please, note: these requirements do not apply to passengers and drivers of urban or intraregional transport. Carriers are responsible for compliance with these rules.
